The AI Deal That Shows Every Market Will Want Its Own AI

Apple had to partner with Alibaba and use a Chinese AI model to bring its AI features to China — a sign that a single global AI won't work in every market.

Apple's AI features are finally coming to China — but not powered by Apple's own models. Starting this December, Chinese iPhone users will get Alibaba's Qwen model inside Siri and writing tools. The world's most valuable company needed a Chinese AI partner to unlock its most important market.

Apple Intelligence launched in the US nearly two years ago. Getting it to China took this long because two hard problems had to be solved at the same time: Chinese regulators require AI services to be officially filed before they run on phones sold there, and the government expects that AI to come from approved Chinese companies. Apple's solution was to partner with Alibaba, whose Qwen model cleared the regulatory review in July. Developers can test it from November 4, and all Chinese users get it with iOS 27.3 in December.

The features themselves — writing help, photo editing, email summaries, translation — are the same as everywhere else. But the AI underneath is different. Qwen handles requests through Siri, Writing Tools, and Visual Intelligence. Apple's own models do the work that stays on the device; Alibaba's model takes care of the rest. Users can turn the Qwen part off, and Alibaba says it will not train on user queries.

This is a preview of how AI products will work in more markets. The EU already favours locally-trained models. India, Brazil, and others want AI that fits their own laws and languages. A single global AI will not clear every regulatory gate. Any team building an AI product that plans to work across borders should be designing now for swappable AI backends — the ability to plug in a different model depending on where the product runs. Apple just showed it is worth the two-year effort.
